杭州地铁5号线一期项目招商公告
受杭州市人民政府委托，杭州市地铁集团有限责任公司、杭州市交通运输局、杭州市发展和改革委员会发布如下公告：
一、项目工程概况
经杭州市人民政府同意，拟采用公私合营模式投资、建设、运营、维护地铁5号线一期工程。工程概况如下：
杭州地铁5号线一期工程初步设计已获浙江省发改委批复。线路起自余杭区余杭组团的科技岛站至萧山区新塘街道香樟路站，全长约50km，全部地下线，设车站38座（其中换乘站15座），工程总投资约374亿元。项目已于2014年底动工建设，计划2019年建成投入运营。
本次招商涉及投资的范围主要为杭州地铁5号线一期工程的车辆、机电设备等部分。
二、投资人需具备的条件
（1）境内外合法设立并有效存续的独立法人或其它经济组织；
（2）资金实力雄厚，有能力承担本项目的投资；
（3）具有10年及以上投资、建设、运营和维护城市轨道交通的项目业绩经验。
符合以上条件并有意参与本项目投资、建设、运营和维护的境内外投资人请于2015年4月10日当日或之前来人或者来函与杭州市地铁集团联系。来人或来函须同时提交证明潜在投资人符合上列条件的相关证明文件(包括最近两年经审计的年度财务报告、项目业绩介绍等材料)、指定授权代表及权限范围并提供授权书。

Investor Solicitation Announcement
in respect of
Phase I Project of Hangzhou Metro Line 5
Hangzhou Metro Group Co., Ltd., Hangzhou Transportation Bureau, and Hangzhou Development & Reform Commission, on behalf of Hangzhou Municipal People’s Government, hereby announce as follows:
1. Project Overview
As approved by Hangzhou Municipal People’s Government, the investment, construction, operation and maintenance of Phase I Project of Hangzhou Metro Line 5 is planned to be conducted through public-private partnerships (PPP). The basic information of the Project is as follows:
The preliminary design plan for Phase I Project of Hangzhou Metro Line 5 has been already approved by Zhejiang Provincial Development and Reform Commission. The 50 km line, stretching from Sci-Tech Island Station in Yuhangzutuan Sub-district of Yuhang District and traveling underneath all the way to Xiangzhang Road in Xintang Sub-district of Xiaoshan District, will host 38 stations (with 15 interchange stations), and the total investment is predicted to be approximately RMB 37.4 billion. The construction of this project commenced at the end of 2014 and is expected to be completed and put into operation in 2019.
We are soliciting PPP investors for the investment in parts of Phase I Project of Hangzhou Metro Line 5, such as trains and mechanical and electrical equipments.
2. Qualification Requirements for Potential Investors
(1) independent legal entities or other economic organizations legally established and validly existing within or outside the People's Republic of China;
(2) with good financial strength and having capability to undertake this project;
(3) with no less than 10 years’ project experience in urban rail transit project investment, construction, operation and maintenance;
For those potential investors who meet all the above requirements and are interested in the investment, construction, operation and maintenance of this project, please contact Hangzhou Metro Group Co., Ltd. in person and onsite or by letter on or before April 10, 2015, and submit related documents and materials evidencing the satisfaction of the above requirements, including but not limited to the investor’s audited annual financial statements of the latest two years and the project performance introduction thereof, and the letter of authorization indicating the authorized person and authorization scope.
